We have bought the license for our domain mtmc.co.uk but would also like to run a full (unlimited product) version on IIS locally for testing updates etc.

I have read the license text but am unclear if we are permitted to do this. If we are, is it just a matter of using the same files and db locally?

This is fine. The license file should allow you to run it locally if the URL starts with http://localhost/, even if the license was issued for a specific www domain.
