Found even in 2.9008 (I already encountered this issue with 2.8004).
When new language is created and populated using data tools, countries list isn't replicated for the new language so when an user try to register himself in frontend using new language he can't proceed because country selection is impossible (user find an empty countries list in form).
I solved with a query which replicates countries in tblKartrisLanguageElements for the new language created.
Don't know if it's the right way but it works.
I found the same issue with other data (currencies description and promotions description) solvable in the same way.

I think that this may be a question for the Data Tools sub section. I'm not sure how that whole system works, so I don't know if I can add anything to help you with this.
