WHy is there no option for a promotion that is a % off sitewide? I can do $15 off when spend $100 sitewide, but I can't do 15% off for the same criteria.
Has anyone ever done this? Please advise.

That is a good idea and something we could look at for the future. In the short term have you thought about using a coupon instead?
"use coupon code '15' for 15% off at checkout".
That can work site wide and you could use that now, rather than waiting for a modification.
We are always willing to help out the community or pitch in to help you fix a problem. However, if you want a complete solution made such as a code module or new feature added you have two options. Either
