There isn't something built in, but this is exactly the kind of thing you could do with custom product controls if you're fairly familiar with asp.net:

Is there in Kartris shopping cart "Upload files" possibility for customers?
It means that a customer visit my e-shop, view goods and somewhere have possibility to upload files to administrator (to me).
Example 01: print on t-shirts - he needs to upload image for printing that he wants.
Example 02: a customer wants to OCR image document as a service
