how I may go about altering the title tag and meta description of the homepage? I have tried editing the homepage.master and template.master file but this appears to have no effect.
I can edit the title and description of products and categories via the +SEO option, but can't see option to do the same with the home page.

Also, every custom page has its own SEO fields. The front end has a special reserved 'default' custom page. You can change the SEO fields in this and they will only apply to the home page, so you can use the meta language strings as back up for general pages on the site, and the 'default' custom page ones for the home page alone.
