This is actually possible already.
You can create a promotion that gives the discount, but set it to not be live.
You can then create a coupon, and link it to this promotion.
When the coupon code is entered, the promotion is activated for you.
It's actually a lot more flexible than just a discount on items in a particular category, because promotions can be linked to versions, products or categories, and can given various benefits from discounts on the item itself, to other items being free, or being reduced in price and so on.

A nice feature would be to be able to generate a coupon code but only make it applicable to certain products or categories in the database, eg in an online shop with several departments make the coupon only apply to one department.
