UPS integration Failing

The program is failing in the kartrisclasses.vb code atline 545 on this line lstShippingOptions =clsPlugin.GetRates(Payment.Serialize(objShippingDetails))

here is the error log below.

Earlier this year, I had this same problem with USPS integration and now I am getting the same with UPS. Can someone please check the dll for the latest version?

If I was able to debug the DLL I would but of course I do not have the source code. Someone helped me with a similar issue with the USPS integration earlier this year and I suspect it is the same thing. I have attached the config file that came with version 1.4.003.
