Is there a way to turn shipping or always default to free shipping? We never charge for shipping and don't need the shipping estimate or shipping calcs to be done.

You can turn the shipping estimate off with the config setting frontend.basket.shippingestimate. Just search for that in the back end and it should find the setting.

If you just want free shipping, it's pretty simple. Just have one shipping method set up, and one shipping zone, map all the countries/states you want to ship to to that, and have just one band which 'all higher orders' and price set to zero. It doesn't really matter then if you have shipping set to calculate by price or weight, because it's free anyway.
Shipping will still show at checkout, but will show as zero, which is probably good to have that there so it's clear to the user.
