My website will be creating custom printed items requiring text input from the customer with names and dates, perhaps some longer text.
Is there a place in the checkout for general notes that a customer can leave or is it suggested to modify the sample custom control?

Kartris lets you make items themselves customizable with text:

You can make this text optional or required, and you can apply a fixed price for customization (which is not applied if no customization).
Also in the checkout, there is an expandable comments section too.

Could certainly be done with a custom control. Pretty much everything is on the table with custom controls, you can write all kinds of stuff and as long as you dump out a description and price for the basket, it will work.
It's worth playing with the sample ones, doing custom pricing on custom text would be fairly simple I think.
