Hi,
I set up the Demo to allow Purchase of Out of Stock products but there is no Add to Cart button for the Misc. product with its Inventory Level at 0.

Is the item itself set to allow stock tracking? It needs a warn level about zero set in its version.
The warn level is the point at which stock will show in the stock warnings page. Some items you may only re-order when you reach the last item, cheaper items you may re-order when you only have 10 left.
This also means that you can stock track some items, and not others.
